Singapore's Ministry of Manpower (MOM) administers several categories of work passes for foreign professionals. The two most commonly used are the Employment Pass (EP) for professionals, managers, and executives, and the S Pass for mid-level skilled workers. Understanding the differences is crucial for both employers and applicants.

Employment Pass (EP)

The Employment Pass is designed for foreign professionals, managers, and executives. Applicants must earn a minimum fixed monthly salary (currently S$5,000 for the general sector, S$5,500 for the financial services sector) and hold acceptable qualifications, typically a degree from a recognised university.

EP applications are assessed using the Complementarity Assessment (COMPASS) framework, which evaluates candidates based on salary, qualifications, diversity, and the employer's support for local employment. The EP has no quota or levy requirements, but companies must demonstrate fair consideration of local candidates through advertising on the MyCareersFuture portal.

S Pass

The S Pass is for mid-level skilled workers. Applicants must earn a minimum fixed monthly salary (currently S$3,150) and possess relevant qualifications and work experience. Unlike the EP, the S Pass is subject to a quota — companies can only employ S Pass holders up to a certain percentage of their total workforce.

Employers must also pay a monthly foreign worker levy for each S Pass holder, which varies depending on whether the company is within the quota tier.

The primary differences between the EP and S Pass relate to salary thresholds, qualification requirements, quota restrictions, and levy obligations. The EP is suited for senior professionals and has no quota, while the S Pass accommodates mid-level workers but comes with quotas and levies.
